The path of development and progress requires attention to the peripheral areas and not limiting attention to metropolitan areas. For this reason, it is important to know and understand the current organizational relations and bureaucratic system in different regions of Iran. The present research studies the state of the organizational and administrative order of education in the Jask port as an example of peripheral areas and sparsely populated cities in order to show the characteristics of bureaucratic relations in this region. The method of data collection in this research is interviewing and participatory observation with local managers and stakeholders, and the method of analysis in this article is the ideal type of Weber's bureaucracy. The findings show that in the department under study, due to its perception as a deprived area, there is acceptance coupled with weakness towards the departments or people assigned to the center. Also, bureaucracy is full of personal relationships and strongly influenced by group and local relationships. Such a situation has both a negative effect on the expected regularities in the bureaucracy and can be considered acceptable in cases such as receiving budgets and inter-organizational aid based on the personal power of managers. In all these cases, the role of charitable and jihadi groups is significant. In terms of the social position of public and administrative jobs, the findings indicate that with the increase in the income difference between public jobs and some freelance jobs in the region, the desirability of being an employee has decreased.
