This study aims to identify and articulate effective strategies for combating corruption within the decentralization process and to design an institutional framework for the establishment of transparent, accountable, and efficient Islamic city councils. in iran, islamic city councils serve as the primary point of contact between citizens and the governance structure, playing a pivotal role in fostering political trust, strengthening institutional legitimacy, and enhancing the quality of public services.
the research is applied in nature and employs a qualitative, descriptive-exploratory methodology. Data were collected through library-based and documentary methods, complemented by thematic analysis. semi-structured interviews were conducted with 15 purposively selected participants, including former members of islamic city councils and subject-matter experts, based on the principle of theoretical saturation.
findings reveal that in the absence of coherent and well-integrated institutional arrangements, the risk of corruption at the local level may surpass the anticipated benefits of decentralization, thereby undermining its intended role in promoting democratic governance and administrative efficiency. achieving efficient and corruption-resilient Islamic councils requires a fundamental revision of the law on the organization, Duties, and elections of islamic councils of iran, and the selection of mayors and village administrators. These reforms must be grounded in the design of multilayered institutional frameworks that embed key principles such as effective oversight, transparency, accountability, civic participation, continuous education, institutional responsibility, and Rule of Law. Aligning these principles with national anti-corruption policies can prevent institutional fragmentation and the transfer of corrupt practices across governance levels, ultimately reinforcing structural coherence and integrity in local administration.
