Neoliberal poverty alleviation refers to the retreat of the state from fulfilling social responsibilities and ignoring structures that cause poverty. On the one hand, the multiplicity of charities, foundations, and their poverty alleviation efforts, and the increasing spread of poverty, on the other hand, are considered as problematic aspects of the present study in the case study - Ilam and Lorestan provinces, which have been examined using a Multi-Sited Ethnography method. The research findings are organized by the overarching theme of poverty in the fence and the rush of pity and 12 main themes including exaggeration, identity formation, Inclusion in culture, disorganization of the good deeds, disillusionment with the good deeds, ignoring the structures that cause poverty, changing agency, threshold decency, consumerism, reconfiguration of solidarity, shame, and the rule of stereotypes. According to the research findings, poverty alleviation efforts in the study area can be interpreted with two narratives of "romantic", related to activists in the field of good deeds, and "tragic", related to the narrative of the target community and key informants. Despite their humanitarian intentions, foundations and charities have not been able to empower the poor due to the lack of professional protocols and the entanglement of structural factors that create poverty, and they provide the context for " disillusionment with the good deeds " by creating a situation of "disorganization of the good deeds." Finally, they help to form a consumerist identity by including the poor in a "framework and position" by "threshing down decency" and erasing the identity of the hard worker, and deny the poor the possibility of activism and create the conditions for them to remain in the poverty trap by dragging the poor inside the fence and rush of pity, neglecting the structures that cause poverty, and providing the context for changing agency and dependence.
