Introduction:
Neighborhood development plans, as urban development interventions, are typically designed to improve quality of life and promote sustainable urban development. However, despite their stated objectives, such initiatives may fail to produce the desired outcomes and instead generate unintended social consequences that contradict the very goals they were meant to achieve. This study, based on a sociological approach, seeks to identify the possible social scenarios and unintended consequences surrounding the redesign project of Mehran Square in Karaj. The article aims to evaluate the advantages and challenges of these scenarios and propose the most appropriate scenario to guide the future development of the square.
Method:
The study utilizes a mixed-methods research design, combining both quantitative and qualitative approaches, with a strong emphasis on fieldwork. Data collection methods include individual and group interviews, document analysis, surveys, and comparative studies. Analytical techniques involve descriptive and interpretive analysis, content analysis, scenario planning, and stakeholder analysis.
Findings and Discussion:
The findings reveal a complex set of interrelated factors within the area surrounding Mehran Square that could give rise to unintended social and cultural effects, significantly affecting the quality of life and generating tensions and conflicts in the neighborhood. Field evidence indicates that key stakeholders with social and institutional influence—including traffic police, the municipal traffic division, the Beautification and Urban Landscape Organization, and local developers—oppose the current design proposal, viewing it as a source of increased congestion and disorder. The study identifies four potential scenarios based on the project's unintended effects: (1) inaction, (2) tension and conflict, (3) passive adaptation by affected groups, and (4) modification through participatory implementation. Among these, the scenario of participatory moderation is endorsed as the most feasible option, as it is likely to minimize unintended social consequences and align more closely with the goals of sustainable neighborhood development.
