In recent years China has an unexpectedly rapid rate of economic growth. the present paper, intend to show that contrary to a popular belief, some period in the past history China’s rate of economic growth was much more than the present time and the basic difference between the current situation and the past is the sustainability and durability of economic growth in recent years. Based on our studies that emphasize on comparative analysis method and documentary approach, the main reasons behind China’s abundant economic growth stems from massive institutional reforms, adaptation, and efficient institutions creation together with formation of local democracy which began three decades ago. In fact, these institutional changes were most appropriate for attraction of public participation in local decision making, which is the basic element in a democratic societies furthermore Chinese culture which emphasis on group collaboration, are the main reason of high economic growth and development in the past three decades.
