Development and rural development is one and greatest goals of the IR State, that has been trying to provide the ideal platform to achieve this goals by Nine programs before and after the Islamic Revolution. However, the country's development programs; despite the different efforts, and costs, discuss from serious challenges of rural development. So, the question is why rural development still wrestles with serious challenges, and how can prepare context to achieve development?
