A Study on the Role of Faith-Based Organizations (FBOs) in Rural Development; The Case of the Muslimi Group in Ahangaran Village, Arak

Abstract

Faith-Based Organizations (FBOs) have emerged as key players in social and economic development, playing an increasing role in improving the living conditions of local communities. In Iran, these groups were established after the Islamic Revolution with the aim of alleviating poverty. However, their impact on rural development remains relatively understudied.
This study examines the role of faith-based organizations, particularly the Shahid Moslemi Group, in rural development through a qualitative approach and using content analysis. Data was obtained through semi-structured interviews with 10 members of the Moslemi group, 30 residents of Ahangaran village and 8 experts in the field of FBOs.
The findings indicate that the process of faith-driven development in Iran fluctuates among three relatively contrasting perspectives: the local population, the groups operating in the field, and experts in faith-driven development. The target community primarily perceives development in terms of receiving services with minimal participation. However, the group under study has predominantly focused on poverty alleviation, defining its development efforts mainly as providing charitable aid and basic infrastructure services. Yet, experts in the field argue that sustainable development occurs when these groups shift from charity-based and emergency assistance models to development-oriented approaches especially employment creation, entrepreneurship, and social capital enhancement.
In order to achieve long-term impact, such groups must transition from short-term relief efforts to models that emphasize local participation, empowerment, and sustainable livelihoods. Without this strategic shift, there is a risk of perpetuating rural dependency and diminishing the overall effectiveness of initiatives on a broader scale. Furthermore, the study highlights the need for stronger collaboration between faith-driven organizations, governmental agencies, and local stakeholders to create more integrated and sustainable rural development strategies. Addressing challenges such as financial sustainability, capacity building, and community engagement is essential for maximizing the long-term effectiveness of these organizations in fostering meaningful social and economic change.
