Analysis of the Consequences and Social Issues of the Lorestan Deluge in 2019 (Case Study: of Poldokhtar)

Abstract

The present study aims to examine the consequences and social issues of the 2019 Lorestan deluge (Poldokhtar case study).
The research method is qualitative and field studies. The target population is all flood-affected citizens over the age of 18 in Pol-e Dokhtar County and its suburbs in Lorestan Province. Considering theoretical saturation, the study sample was 30 people who were selected purposively.
The results indicate that the deluge has significantly exacerbated social ills in Lorestan society, including poverty, unemployme​nt, suicide, domestic violence, and offenses. Although the support and interventions of governmental and non-governmental organizations, institutions, and donors have alleviated some of the issues in the lives of individuals, the absence of integrated management and the neglect of the people’s participation and social capacities in crisis management have resulted in tensions and conflicts within groups and despair among the local community.
The results indicate that the long-term presence of the donor group and the neglect of the local community’s abilities, talents, and capacities in the reconstruction of flooded areas have resulted in social conflicts and tensions among ethnic, tribal, and spatial groups. In the distribution of facilities, we did not witness a coherent and calculated planning to meet the needs of the people of the region. This resulted in the development of deceptive and irrational expectations, a reduction in active participation, and a deterioration of self-esteem and self-confidence in a portion of the region's residents. Some individuals were unab​le to rebuild the extensive devastation due to a lack of motivation and the onset of mental and psychological illnesses.
