Potential participants in the study included experts and scholars in the field of higher education and academics and 25 of them were interviewed semi-structured based on purposive sampling method and theoretical saturation criteria. In order to analyze the data, MAXQDA software and Brown and Clark (2006) theme analysis technique were utiliwed. Through a six-step process (familiarity with primary data, creation of basic conceptual codes, search and recognition of selective codes, formation of sub-themes, definition and formation of main themes and review) analysis, 141 primary codes were identified, which after reviewing and refining them, 82 selective codes were obtained. After reviewing and refining them, 12 sub-themes and 3 main themes were identified. The validity of the data was verified through a review by the interviewees. The findings showed that the fourth generation university (social university) provides the ground for regional development in three areas: socio-cultural, economic and environmental. In the cultural and social spheres, through social development, disseminating of regional values and identity, developing democratic thinking, creating social hope, and participating in civilization, and creating civic commitment plays a role in the development of the region. In the economic field, by creating a knowledge-based economy, the fourth generation university is a stimulant of productive and sustainable regional economy, the development of social entrepreneurship professional and skilled outputs is effective in the development of regions. Finally, in the field of environment, through encouraging a culture of environment preservation, environmental knowledge enhancement and development of environmental technologies,it causes regional development. این پژوهش با هدف بررسی نقش دانشگاه نسل چهارم(دانشگاه اجتماعی) در توسعه ی منطقه ای انجام شد.برای دستیابی به این هدف از رویکرد کیفی و بهره گیری از روش توصیفی- تحلیلی استفاده شد. مشارکت کنندگان بالقوه پژوهش شامل متخصصان و صاحب‌نظران حوزه آموزش عالی و دانشگاهیان بودند؛که بر اساس روش نمونه‌گیری هدفمند زنجیره‌ای و با به کارگیری معیار اشباع نظری تعداد 25 نفر از آن ها مورد مصاحبه نیمه ساختار یافته قرار گرفتند. به منظور تجزیه و تحلیل داده ها از نرم‌افزار MAXQDA و تکنیک تحلیل مضمون براون و کلارک (2006) استفاده شد.طی فرایند شش مرحله ای (آشنایی با داده های اولیه،ایجاد کدهای مفهومی اولیه، جستجو و شناخت کدهای گزینشی،شکل گیری مضامین فرعی،تعریف و شکل گیری مضامین اصلی و بازبینی) تجزیه و تحلیل ، ابتدا تعداد 141 کد اولیه مشخص شد که پس از بررسی و پالایش آن ها تعداد 82 کد گزینشی به دست آمد.بعد از بازبینی و پالایش آن ها تعداد 12 مضمون فرعی  و 3 مضمون اصلی شناسایی شد.اعتبار داده ها از طریق بازبینی توسط مصاحبه شوندگان و مرور همتا مورد تأیید قرار گرفت. یافته ها نشان داد که دانشگاه نسل چهارم(دانشگاه اجتماعی) در سه حوزه‌ی فرهنگی-اجتماعی، اقتصادی و زیست‌محیطی زمینه‌ی توسعه‌ی منطقه ای را فراهم می‌آورد.در حوزه فرهنگی و اجتماعی از طریق توسعه‌ اجتماعی، اشاعه‌ ارزش ها و هویت منطقه‌ای، توسعه‌ی تفکر مردم‌سالاری، امیدآفرینی اجتماعی و مشارکت در تمدن سازی و ایجاد تعهد مدنی در توسعه‌ی منطقه نقش دارد. در حوزه اقتصادی از طریق ایجاد اقتصاد مبتنی بر دانش، دانشگاه نسل چهارم محرک اقتصاد مولد و پایدار منطقه ای بوده و از طریق توسعه‌ی کارآفرینی اجتماعی و خروجی های حرفه ای و ماهر در توسعه‌ی منطقه‌ای تأثیرگذار است و درنهایت در حوزه زیست‌محیطی از طریق تشویق فرهنگ حفاظت از محیط‌زیست، دانش‌افزایی زیست‌محیطی و توسعه‌ی فناوری‌های زیست‌محیطی ،باعث توسعه‌ی منطقه‌ای می شود.
