Furthermore, enhanced upgrading and enabling activities, dubbed “urban regeneration,” have been initiated in the country’s informal settlements over the past few years. This article assesses the pilot urban regeneration activities, carried out in the informal settlements of Sabzevar, from the perspective of the beneficiaries. Field work—including field observations and a quantitative survey (308 questionnaires administered to female residents) as well as interviews and focus group discussions—was carried out in two informal settlements of Sabzevar during two time periods. Findings reveal a number of positive effects associated the regeneration activities. Furthermore, convening the sessions of the Regeneration Taskforce with the presence of residents has enhanced local participation, sense of ownership vis-à-vis the projects, and trust in urban management. Yet, as a pilot for the new regeneration approach (that is, enhanced upgrading), the initiative cannot be said to have moved beyond those of the earlier upgrading and enabling projects. The activities have faced a number of shortcomings similar to the earlier initiatives, including failure to prepare the detailed physical plan of the target neighborhoods prior to the start of the regeneration initiatives, failure to secure the needed land for certain projects, inadequate attention given to local institution building, and limited scope of social and enabling activities. Also, measures to prevent further proliferation of informal settlements have been reduced to creating a protective green belt.}, keywords = {Informal Settlements,Regeneration,Enabling,Women,Sabzevar}, title_fa = {بازآفرینی سکونتگاه‌های غیررسمی در ایران: ارزیابی تمهیدات در طرح نمونۀ سبزوار از منظر بهره‌بَران زن}, abstract_fa = {رویکرد بهسازی و توانمندسازی سکونتگاه‌های غیررسمی از اواسط دهۀ هشتاد شمسی به‌این‌سو مورد پذیرش دولت ایران قرار گرفته است. همچنین، با تصویب «سند بازآفرینی» در سال 1393، فعالیت‌های ارتقایافتۀ بهسازی و توانمندسازی (شامل اقدامات کالبدی، اقتصادی، اجتماعی و فرهنگی باهدف ارتقاء کیفیت زندگی) اکنون تحت عنوان «بازآفرینی شهری» در سکونتگاه‌های غیررسمی اجرا می­شود. در این مقاله، طرح نمونۀ بازآفرینی شهری در سکونتگاه‌های غیررسمی سبزوار مورد تحلیل قرار می­گیرد. مقصود مستندسازی و ارزیابی دست­آوردهای نمونۀ عالی تمهیدات در سکونتگاه‌های غیررسمی ایران به‌ویژه از منظر بهره­بَران است. علاوه‌بر مطالعات اسنادی، فعالیت‌های میدانی، شامل مشاهده، پیمایش کمّی (تکمیل 308 پرسشنامه توسط زنان)، مصاحبه و بحث گروهی متمرکز، در دو محلۀ شرق کال عیدگاه و غرب نیروگاه طی دو نوبت انجام شده است. یافته­ها حاکی از آثار مثبت فعالیت‌ها بر شرایط زندگی زنان و توانمندسازی آنان است. همچنین، برگزاری جلسات ستاد بازآفرینی با حضور اهالی در دفاتر محلات باعث ارتقاء مشارکت، ایجاد حس مالکیت نسبت به پروژه­ها و نیز افزایش اعتماد به مسئولان شده ­است. درعینِ‌حال، از منظر سیاست‌گذاری و برنامه­ریزی سطح کلان نمی­توان ادعا کرد که دست‌آوردهای این طرح نمونۀ بازآفرینی چندان فراتر از طرح‌های قبلی بهسازی و توانمندسازی تحقق یافته است. به‌رغم زحمات زیاد دست­اندرکاران محلی طرح، فعالیت‌ها دارای نارسایی‌های مشابهی است؛ از جمله آماده نشدن طرح تفصیلی پیش از شروع فعالیت‌های بازآفرینی، عدم تخصیص زمین مناسب برای برخی تمهیدات کالبدی، توجه ناکافی به نهادسازی در سطح محلات و محدود ماندن اقدامات اجتماعی و توانمندسازی. همچنین، برنامه­ریزی پیشگیرانه برای جلوگیری از گسترش سکونتگاه‌های غیررسمی در احداث کمربند سبز حفاظتی خلاصه شده است.}, keywords_fa = {بازآفرینی,توانمندسازی,زنان,سکونتگاه‌های غیررسمی,سبزوار}, url = {https://jrd.ut.ac.ir/article_74453.html}, eprint = {https://jrd.ut.ac.ir/article_74453_633aa1861910b21e3b90d934652a2f3b.pdf} }
